This is very close to the perspective of Systemic Functional Linguistic theory, whereby experiential Tokens are mentally assigned semiotic Values.  A qualification is that, from the SFL perspective, any talk or thought of the outer material domain and the inner mental domain is itself the construal of experience as meaning.
